Who sets morality then

I raised a question to my professor in philosophy if morality is universal or relative. I am certain that he heard my question but he shifted to giving situations like pre-marital sex, begging and stealing, and asked everybody if it is moral, then. OF course some of my classmates, gave their opinions and views about the raised questiuons. It led to conclusion that morality is universal based on the eternal law; the law which was given by the God as mentioned in the Ten Commandments, and resulted to the dictate of our own conscience and norms based on cthe culture of the country.Haisssst...I still believe that morality is relaive.
